The STRATCULT brochure published in Spring 2006 gives a comprehensive summary of the relationship of Culture and Regional Development in the framework of the new Structural Funds period. The information is based on STRATCULT-study as well as on STRATCULT-seminars.
STRATCULT selection of culture-related project examples
The following overview shows some cultural projects which could be interesting in the framework of regional development. To the list will be continuously added new projects within the next years.
Rue a mec Interreg-III-A Czech Republic - Austria
The project Rue a mec (Rose and sword) is a literary-historical exhibition which has been held in the monastery of Vyi Brod (South Bohemia) in the year 2005 in the framework of the 200 anniversary of Adalbert Stifter. The complementary project is an exhibition in Schlägl (Upper Austria). The information material will be translated into English and German and the cross-border region expects a revival of tourism from that project.
Bodenprobe Leader + (Title 2 project between Styria & Upper Austria)
The project aims at focussing on the topic brain drain in rural areas where regional students only very rarely come back to start their professional and private life after having completed their studies. Most of the well-educated students remain in urban agglomerations. This causes a lot of problems and lost potentials for the rural areas. The project will be realized by the means of a film which follows closely the reintegration of young well educated inhabitants of the Leader + areas Ausseerland (Styria) and Kulturerbe Salzkammergut (Upper Austria) and aims at motivating other young people to come back to their rural surrounding. The film is also presented at national and international film festivals.
Gallery in the river 2003 Leader + Strudengau (Upper Austria)
The upper Austrian Leader region Strudengau has been badly suffering from floods in the year 2002. The project Gallery in the river aimed at contributing to the discussion and overcoming of these floods by means of art and culture for the local population and beyond. Visitors to the gallery took small boats in order to visit the objects of the gallery placed on the river Danube and learnt to see new perspectives and new approaches to nature and culture.
Hunt oder Der totale Februar Leader + Hausruck (Upper Austria)
This theatre project aims at contributing to the understanding of history by integrating the local population, professional artists as well as historic regional sites. In 1934 Austria faced serious political problems: armed conflicts between different groups happened also in some parts of Upper Austria, including on the territory of the actual Leader + Region Hausruck. This project has been financed by Leader + in order to create a basement for future theatre projects including qualification for non-professional actors as well as contribution to sustainable development of the whole region.
Spoluprace v rámci realizace kulturního programu v roce 2004 Phare-CBC Czech Republic - Austria
The project Spoluprace v rámci realizace kulturního programu v roce 2004 (Cooperation within the Realization of the Cultural Programme) aims at contributing to the positive image of the town C. Krumlov and the region especially to attract visitors from abroad (Austria) and also from South Bohemia. The main activity is the dissemination of information about cultural events in printed (The C. Krumlov cultural calendar) and in electronic version (The current cultural view). The main results of the common project are: increase of information for visitors, cross-border communication between the both countries, improvement of economic and social situation, development of tourism in cross-border regions and of people-to-people activities.
Creative industries development Objective 1 and 2
Creative industries development is a joint project of the Regional Council of Central Finland and the Jyväskylä Polytechnic to promote creative industries in the region of Central Finland. The project consists of three sub-projects:
1. Creative Forum project offers visibility, marketing opportunities, networking possibilities for those working in creative industries in Central Finland
2. Education in business skills tailored courses in business skills for people working in the creative industries
3. Tailored solutions for growth for companies in creative industries, aiming at growth either in term of productivity or towards internationalisation
Culture Commune Multimedia Centre
Culture Commune, intermunicipal association for cultural and artistic development located in the ex-mining area of Pas-de-Calais (France), was created in 1990 by 27 cities (financed by national and EU programmes). In that framework has been also established a Multimedia Ressources Center. This centre is on the one hand a multimedia centre for the inhabitants living in the quarters and the cities close to the centre and on the other hand, a crossroads of multimedia projects including an artistic, cultural, citizen dimension and coming from all the ex-mining area. The Multimedia Ressources center is permanently open to the public.
The project Brückenpark (bridge park) at the German-Polish border including the towns Görlitz and Zgorzelec aims at realizing a common cross-border development strategy focussing mainly on artistic and cultural fields of intervention. The project has been developed in the framework of the German wide competition on the topic of Cities 2030 and will be one of the projects proposed for a German European Capital of Culture in 2010.
Öffnung der Kulturwirtschaft für Seniorinnen und Senioren Opening of cultural industry for elderly people
The project Opening of the creative economy for the elderly gets financial support from the Ministry of Health, Social care, Women and Family of the Land of North Rhine-Westphalia. Its targeted to increase the quality of life for elderly people but also to further the elder generation to actively participate in the arts market as well as in the creative industry (new customers, elderly as new entrepreneurs in the cultural field, etc.). The project starts with dialogue, continues with model projects and should produce concrete products and measures for the region.
PREMIERE ESF Austria
The University of Applied Arts Vienna has established a support programme for women graduates in order to further their artistic careers. This programme has been financed in the years 2001 and 2002 as a pilot project in the framework of the European Social Fund. The specific flexible approach (grants & individual coaching) was much appreciated by the women and very fruitful for the beginning of their artistic career.
NEW INTERNAL BORDER: ACCC-Austrian Czech Cultural Cooperation Interreg-III-A Austria-Czech Republic
The project ACCC aims at contributing to the creation of a common cross-border space between Upper Austria and the South Bohemian and the South Moravian Regions. The related activities therefore focus on: (1) systematic cross-border transfer of information about the topic arts and culture and the reduction of information deficits. (2) Operators are encouraged and supported to get cross-border contacts (conferences, network meetings, etc.). (3) Specific and targeted seminars improve know-how for the development of cross-border projects. (4) Furthermore the project supports the cross-border offer of cultural services.
Common education for cultural mediation in the Leader regions in general as well as in regional museums Leader +, LAG Außerfern (Austria), LAG Auerbergland and Ostallgäu (Germany)
The three Leader-regions share a common economic and cultural tradition and are rich in cultural heritage as well as in historic relevant sites. The aim of the project is the qualification of at least 10 local persons (interested in culture, women with rural background, elderly) for the mediation of cultural values and regional museum. By this way, a new attractive offer is established for the tourists in the region as well as a reinforcement of regional cultural identity and the further abolishment of regional borders.
